Binotto rues missed opportunity for Ferrari at Spa

Charles Leclerc and Carlos Sainz were slated to start the race from ninth and 11th on the grid at Spa-Francorchamps, however awful weather conditions meant that only two laps were completed behind the Safety Car before the race was called off.
